Draft resolution of the roundtable Cybersecurity in the Era of the Digital Economy

The participants reached an agreement and emphasize the need to take into account the following key issues of ensuring Ukraine's cybersecurity.

Fulfillment of Ukraine's commitments under the Association Agreement with the EU regarding regulatory approximation between the Parties in the telecommunications services sector (Annex 17 to the Association Agreement with the EU) requires a deeper analysis of existing legislation and legislative acts developed to fulfill the commitments undertaken in the field of information protection. The commitments of Eastern Partnership countries to implement the eIDAS Regulation, general data protection rules, and other EU documents (acquis) are also relevant for Ukraine.

We emphasize the need to supplement the cybersecurity strategy implementation plan and to coordinate it with European partners and all stakeholders.

Such a plan should address many different areas, including:

  • highlighting the importance of ICT for the country;
  • identifying and analyzing risks from cybercrime and cyberattacks;
  • setting deadlines and designating those responsible for implementing tasks such as preventing and detecting cybercrimes and prosecuting such crimes, establishing adequate liability for violations in the field of cybersecurity and privacy breaches;
  • identifying critical and non-critical infrastructure objects;
  • promoting increased public awareness of the need for personal cybersecurity as a component of state cybersecurity;
  • improving the training of specialists in the field of cybersecurity, establishing qualification frameworks for persons receiving higher education and mechanisms for its continuous updating;
  • the need to collect and update statistical data in the field of the digital economy, defining criteria and indicators for tracking the development of Ukraine's digital economy;
  • financing the development of digital skills of the population (with particular attention to persons applying for positions in the civil service and in local self-government bodies) and their awareness in the field of cybersecurity;
  • identifying priority measures for the development of "digital hygiene" and their financing.

The participants draw particular attention to the lack of awareness among the majority of Ukraine's population regarding their own cybersecurity measures and their low level of digital skills, which can lead to risks and threats to Ukraine's security.
