On January 26, 2017, the International Forum "Personal Data Protection in the Digital Economy" took place, organized by: the public organization All-Ukrainian Association "Information Security and Information Technologies" together with the NGO "IT Alliance", the company 7event.group and the NGO "HiTech Office" with the official support of the Ministry of Internal Affairs, the Administration of the State Border Guard Service and the State Agency for E-Governance and partner-sponsors LLC "Avtor" and the international company Gemalto. Professionals in the field of personal data protection, international experts and representatives of relevant government institutions, leading business "players" in the field of information protection, cloud technologies, electronic services, and providers discussed a large number of topical issues:
the state of legislation and the organization of personal data protection in Ukraine; the security of electronic identification systems and the provision of trust services; cloud services and information storage; directions for the popularization and penetration of electronic identification services and trust services into various spheres of economic, social and administrative life in Ukraine; the importance of teaching from the earliest age the hygiene of storing, disseminating and protecting information about oneself; novelties of European legislation; mechanisms for personal data protection in the law enforcement sphere; the need to balance public security and privacy; standardization, technical regulation and auditing of enterprises' activities for compliance with legislation in the field of personal data protection; systems of data exchange between government bodies; digitization of data and its storage, access to archival data for scientific and personal purposes; electoral systems, referendums, polls, electronic petitions and other means of e-democracy, foreign experience in their implementation and how to combine publicity with the need for secret voting; other aspects of providing electronic services and their practical implementation.
We are convinced that right now, when, within the framework of the implementation of the Association Agreement between the European Union and Ukraine, the field of personal data protection in Ukraine must transform in accordance with changes in EU legislation, there is a pressing need for a broad dialogue on the state and prospects of this important component of people's lives and the electronic state in its legal, technological and economic aspects, as well as in the contexts of strengthening cybersecurity and information protection.

Based on the results of the discussion, and by agreement with the Chairman of the Verkhovna Rada of Ukraine Committee on Informatization and Communication, Oleksandr Danchenko (to whom all forum participants are very grateful for his participation and openness to dialogue), all proposals will be submitted to the committee for consideration in the development of legislation in the field of personal data protection.
